Private Purchase of a Public Utility

Situation: A municipality was privatizing one of its local services. One of the potential bidders wished to understand public sentiments about privatizing the service.
Method: A random sample was undertaken among 100 businesses and 300 households within the municipal boundary. Telephone interviews were undertaken among decision-makers.
Outcome: The client was able to gauge: levels of satisfaction with the current service, knowledge of and support for its sale, ownership preferences by type and attributes of potential bidders, and the perceived impact of the sale on local businesses and residents. The information assisted the client in their decision on whether to submit a bid to the municipality.
